There were ways to use hex editors to do it, I've messed with hex a few times but its too much to handle for menot without stretching the image which is terrible. unlike n64 which can be hacked to be rendered at 16:9 without distortion.

to stretch the game all you need to do is to change aspect ratio in the core setting, then change aspect in retroarch's video setting to "use core aspect ratio"
