My Wii U won't work or turn on anymore, but I want to get all the save files out of my Wii U formatted hard drive. Is there any program or anything I can use to get the save files?

The save files themselves are also encrypted, so unless you made periodic backups of your save files using something like SaveMii, you're probably out of luck. Someone might come along and correct me by saying you can get them if you have your OTP and SEEPROM backed up.
I haven't got my OTP or SEEPROM backed up.. So does this mean all those save files and games are stuck on that hard drive?
You're basically SOL without any backups.
Assuming it isn't the board itself that broke, you could swap it into another machine if they're that important.

The only game save i have backed up is my botw save.. the rest are lost now. Thanks for helping anyway
if its just the power supply, you can get an old wii power supply and shave off the corner of the plug to fit in the wii u. its what i use.
It provides less power per port than the Wii though, so I don't think that's the reason.
It's basically the same CPU only higher clocked and with more cores, seems obvious that it would require more power.
late response, but my wii u broke due to a 3rd party power supply supposedly frying it. I got an official one later and plugged it into my Wii U and nothing worked.

@Jayro, I don't see whats so special about the DS ML, its just a DS lite in a phat shell. At least the phat model had louder speakers, whereas the lite has a much better screen.+1 -

Agreed, that why I try to buy all my games on disc, Xbox anyways. Switch games (which I pirate tbh) don't matter much, I stay offline 24/7 anyways.

@BakerMan - you can still "own" digital media, arguably easier and better than physical since you can make copies and backups, as much as you like.

You can buy drm free games / music / ebooks, and if you keep backups of your data (like documents and family photos etc), then you shouldn't lose the game. but with a disk, your toddler could put it in the toaster and there goes your $60
