So I've been trying to do this for a while now, and I am just bad at it! I have Zelda: Four Swords DSiWare (US), I have Sudoku DSiWare, I have two New 3DS XL`s. I've downloaded all the files necessary for part 1, and then when it says to hold Start and and press Home, it always brings up the home page; always. Please help me.

Does either one of these systems have cfw on it right now or are they both stock systems?

You're back to square one if you have 2 3ds consoles. One of them needs to be "hacked" in order to transfer a "hacked" game over to the original 3ds. Your best bet is to use ntrboot, which involves buying a $20 flashcart in order to flash b9s to your console. If you want a link to where you can get them, follow the ad for nds-card.com on this page. Here's a compatibility list for the flashcarts:

Alright, so I have the R4iSDHC Gold Pro 20XX and I tried putting an NDS on it; started up my New 3DS XL and normally when I click on the "Time Bomb" icon it'll show the Xbox controller and such. This time, blank white screens. I had to shut down the system. Any ideas?

Alright, so I've done all of section one of ntrboot, no problem. Section 2 tells me to hold start button when the 3DS is starting, and my 3DS still just starts normally. What am I doing wrong?

If you hold Select on boot do you see the Luma config screen? And are you holding the button from before pressing power (or else you may be pressing it too late)?

I just tried holding Select the whole time, got nothing. Tried Start and Select, got nothing. And I'm holding these buttons before I push Home button and waiting to see what happens.

Not home button, power button. Turn your console off. Hold the button. Press the power button while still holding the other button.

Sorry, that's what I meant. I almost never push the Home button. I just accidentally called the Power button the Home button.
