Neither. One of the main features of hiyaCFW is that it runs from SD instead of nand sometimes referred here as sdNAND. So since SD isn't encrypted and it's easily accessible, you can just install it to sd from your PC.

Oh. So, I install the whitelist, turn off my DSi, insert a game card on the whitelist, turn on my DSi, and I'm in CFW? Or am I wrong? Am confused... >.<Actually, you install a whitelist with payload to run RL if your game cart is inserted.
