This is my most used utility application, I even use the NAND Feature now instead of launching Decrypt9, Godmode9. I would love background FTP with a soft toggle, though the toggle isn't necessary, kind of like Multiman for PS3.

Some .cia installed with FBI just won't load (stuck on 3DS logo loading screen).
But everything works if content is downloaded and installed with Ciangel or that .cia just installed with Title Manager.
Probably, FBI does something wrong.
I'm on Sysnand 11.2, FBI 2.4.8 (but same problem was also in older versions, for me at least).
Last title I remember with such problem - Phoenix Wright Spirits of Justice (EUR).

check your sd card for errors a faulty sd card usually causes those types of errors.

I used 2 cards and problem repeated with both.
I checked main card after I noticed this problem 1st time (probably, a year ago) and another bigger replacement card after recent purchase (genuine Samsung and SanDisk, formatted with SDFormatter, full r/w surface scan without errors).
Also, card problem won't explain why installation of same cia with other app causes no problem (installing with FBI - not loading, reinstalling with Title Manager - everything works, reinstalling with FBI again - not loading again).

@Steveice10, will you be updating the 3DSX version of FBI to take advantage of new_hbmenu+Rosalina allowing full ARM11 permissions for 3DSX apps? As it is now, it doesn't work, potentially because it's expecting a target app (not sure though). It just locks up on the homebrew menu screen.

works just fine here. I think new homebrewmenu locking up is it's own bug, it does that for me if launched through the safety app instead of my hbloader cia... which is annoying since I want to remove that.

Working fine for me. Going by what someone reported to me yesterday, it seems that whether it works or not depends on what app you use to launch the homebrew menu.

3DSX version also works here with the new hbl, i inject into Ar Games with Rosalina. I installed 2 .cia just fine right now.

Hmm... Okay. I'll give it a try with another app as the underlying app... It's a shame I can't use Health and Safety Information for it, but hey, anything to get around this monitoring garbage.
Thanks!

EDIT: Can confirm, tried new_hbmenu over ByeBye BoxBoy and it worked just fine. Thanks again!

As long as the ARM9 patch is Enabled in Luma, FBI 3DSX version can access the NAND and all it's functions work from Rosalina HBL. This is nice as I plan to move all homebrew that I can over to 3DSX so they are not detected by Nintendo while online.

Regarding tickets deletion: when selecting "remove unused tickets" in FBI , are they really deleted or not? I can find a good answer.

As far as the system is concerned they are "deleted", however it does not seem to actually zero out the ticket data from the ticket.db; it just marks it as invalid. I assume that in the future a newly installed ticket could end up taking its place and overwriting the leftover data.

no they just get "hidden", they still exist in the ticket.db in the unknown folder(everything illegal goes there)
What if let's say I have an old backup of a clean ticket.db, and I want to replace my current one? Will my backup titles that haven't a ticket start ?

If you have a "clean" ticket.db ( I mean without tickets in the unkown folder ), make a backup of your current one(for safety reason, if you screw up) and replace it with your old "clean" one.
Then make sure you enter eShop and let it take it's time (it will take 1 or 2 mins) to re-install automatically all the legit tickets from the games you bought.
If the backup titles you have are legit and bought from eShop then you will have no problem
