Homebrew Can I get my local friend seed from a broken 3ds

So recently there have been 3ds bans going around and I am one of those unlucky people that have been banned. I have seen some methods on how to get unbanned by dumping the local friend seed file and putting it on your banned 3ds. So my question is, is there any way with like a hardmod to be able to dump my local friend seed from an old broken 3ds to a banned 3ds?

If you don't mind, I will also ask if it is possible to do it with a nand backup, but without xorpads neither the console itself xD

If the old broken 3ds isnt hacked and doesn't turn on,then you are better off getting a public lfcs or a new 3ds.

In what way is it broken? If I had one with say, a broken R button or a screwed up touchscreen I would definitely try to get it. If it won't power on at all... might be a hard sell.
