Hardware N3dsxl on cfw doesent always turn off and have to hard reset it...

So the problem i got is it doesnt always shut down and i have to hard reset by holding the power button down but i have a normal new 3ds on cfw too and that has no problems shutting down...

This happens a lot, it's normal.
