o3ds or new? What exactly are you trying to do?
I saw that there was a version of the homebrew launcher that works for 11.3.0-36U and for some reason I can't open the otherapp folder in winwar..
This is kinda getting me mad that I want to do stuff in homebrew but I can't. I have a o3ds. (2ds)

Download the otherapp.bin directly at http://smealum.github.io/3ds/ for the 11.3 otherapp.bin

this was for prior to new payloads and new hbl cia released, there's a reason I put in the twitter feed at the top where smea says he posted them now.
yes i know i was here. and also it was basically as reliable as menuhax when i was testing it but it did work

I normally lurk around these boards but I was wondering if you could give a hand to a noob like me with setting this up.

I've downloaded and installed hbl 1.3 on the 3DS as well as the nightly build of LUMA (even though it's not used anymore).
I turned on wi-fi and opened up hbl and it works fine but when I turned it off, it shows an error screen which prompts me to turn it on again.

I've also downloaded the otherapp file from smea's website and renamed it to "hblauncherloader_otherapp_payload_NEW-11-3-0-36-EUR" and put it on the SD card but it still has that error.

Does anyone know what the problem is?

Delete the part I made bold(in the quote) from the otherapp payload's name. You have it named wrong. Should just be "NEW-11-3-0-36-EUR".

I gave that a shot but it didn't work.

Isn't "NEW-11-3-0-36-EUR" supposed to be in the hbloader folder while "hblauncherloader_otherapp_payload_NEW-11-3-0-36-EUR" is on the root of the SD card?
I'm still not sure why it wants me to be on wi-fi for hbloader to launch though.

Another thing that I noticed was that I needed to be on the nightly build of LUMA for it to work at least this much otherwise it'll crash.

If you use the HBL cia, it can go in the hbl folder to clean up the root of your sd a bit more

Yes.

while "hblauncherloader_otherapp_payload_NEW-11-3-0-36-EUR" is on the root of the SD card?
No, the "NEW-11-3-0-36-EUR" is the payload.

I'm not sure why either, it should boot without WiFi.

By nightly you probably mean hourly and yes you have to have the latest hourly Luma installed for it to work.

No, the "NEW-11-3-0-36-EUR" is the payload.
That makes sense. For some reason my 3DS always downloads two of the same payloads. One for the hblauncherloader folder and the other one is placed on the root of the SD card.

I've tried reinstalling hbloader so it can download the payload again but it still fails. Maybe I've got some outdated firmware or apps.

I guess it's not a big deal to me now since I'm only using CHMM2 at the moment but hopefully there's an update that can get it fixed. Thanks anyways.

Can you post a pic or tell us the error?

The only things you need to do is update Luma to the latest hourly build, delete hblauncher_loader v1.2 in FBI, get the hblauncher_loader v1.3 from TitleDB(in FBI), then hold "X" when opening the HBL and it should automatically get the new payload. That's it. Maybe start from scratch and delete the hblauncher_loader and the payload and do it again?

I gave it a shot again but it still has the same error.
Here's a picture of it when I don't have wi-fi on.

I have the same problem with my N3DS XL Eur 11.3 Sysnand A9LH + Luma. The N3DS stucks on a red screen : http://imgur.com/OISQVP1

But with my Old 3DS XL Eur 11.3 Sysnand A9LH + Luma everything works fine at the first launch.

I'm still stuck in this red screen.

I've used the .cia from yellows8 and from TitleDB on FBI. Payload downloaded from the .cia
