With the news method for hack 3ds xl, im excited to make the hack but im scared because i dont know the risk of hacking 3ds xl, can we are perma ban (console id) if i use pkhex for exemple?

If you follow 3ds.guide exactly, then the chance is close to zero.

Just make sure that you don't give your pokemon impossible stats, and you will be fine.
