ROM Hack Need help on pokemon rom hack (Complete rom hacking noob)

So me and a group of friends at school want to make some kind of romhack but I am not sure if this stuff is possible and wanted to ask you guys if it is and how we would do it.
Ok so basically we want to create a romhack of one of the pokemon games that will have a totally new roster of pokemon that my friend created (he has created 2,000) but we want to know if we are limited to only being able to have the same amount of pokemon the game had? Also can we create entirely new towns to replace the current ones or is that impossible? Witch would be the best pokemon game to romhack a 3ds one or something else like a ds one or a gba one? What tools would I use to create and dump the romhack? (we have a bunch of hacked 3ds's so don't worry about us not having cfw) Thanks for the help in advance and sorry for being a noob

If you want to hack a gba game, you will have to learn a lot of new skills. There are a ton of tools, but they're not intuitive and you will still have to have a good understanding of a lot of basic gba stuff.

AFAIK a full mod of a ds game is out of the question for a noob. There aren't public tools that would allow you to easily alter almost anything.

OK I just got a question while downloading could this be used on a 3ds or just on pc?
