i should remove all .bin files from file9 folder?
No.
From the top:
When you downgraded to 2.1 did you tell decrypt9 to make a backup. And do you have a copy if this nandmin.bin [and .bin.sha] somewhere?
Do you have files like up_*.bin in /luma/payloads?

Just fyi that backup is fairly pointless as its a dump of a fresh ctrnand-transfer.
Anyway, you have transferred the 9.2 right? Do you have a /arm9loaderhax.bin file on your sdcard?

OP, have you tried putting your SD card into your computer and go into the "Nintendo 3DS" folder, open up the folder with 32 characters, open the next folder with 32 characters, go into "extdata", go into "00000000", FIND the folder "0000008f"(if your 3DS is USA) and DELETE it, put SD card back into your 3DS and boot?

Yea i believe a few people told you to do that.
Its in the steps to delete the home menu and a few other files for it to boot correctly.

Wish you luck with the rest of the process.
