No. Requires certain Access only CFW has /Arm9 Privileges that you wont have in an userland entrypoint.

yes only if you purchased one of the few usable slowhax DSIware games before they were pulled otherwise it Dual DSIWare transfeer/Hardmod for you Sorry :/

the investment in getting it hardmodded is worth it as long you have an orginal backup, (meaning you can accidently all you seem to want and be able to restore it even if it means Hosing A9LH from installation etc, even if you decide to test something thats extremly risky) most installers dont charge much more than the average PS4/Xbone game (60Ish includin shippin.)atleast that i've observed.
