Homebrew Why isn't there a homebrew app for dgTool NFIRM downgrade?

Why isn't there a homebrew app for dgTool? Why do you need a DSiWare App in order to be able to do the NFIRM downgrade? Can you just make a 3dsx app for people with homebrew access to downgrade the NFIRM to 2.5?

Homebrew can't access the NAND, DSiware games are installed to the NAND, therefore they can downgrade the NFIRM.

I know, just bought it so I could downgrade the lime green 3ds that I will be getting soon. Also installed the hack on my 2DS ahead of the time.
