Has anyone made a ROM hack for Yoshi's New Island to replace the awful music with maybe Yoshi's Island SNES or GBA music?

Nope! You can be the first to do so however. Try decrypting a copy of the game, locating where the audio is stored, and replace the music you find there.

There's a pretty decent music mod for Yoshi's Island DS, if you're desperate for another YI game. Makes it just about tolerable.

Yoshi's New Island is plenty good. Only the music is bad.
Yoshi's Island is my favorite game. I love that game so much, that it's unfair to even include it on a list of my favorite games. New Island was complete shit.
It was stupidly easy, the music was awful, the sound effects were horrible, the level designs were short and bland, the minigames felt like they were tagged on at the last minute. ect. It felt like they didn't even try, they just threw it together a week before launch and were like, "Yeah, this is good."

It's easy because it's a children's game. And "complete shit" is opinion, not fact. I could say Pokemon is shit because I think it is, but that too would be an opinion.
"Child's game" is poor excuse for quality. Kirby is a "Child's game" and still knows how to easy in some difficulty. Yoshi's Island was a "Child game," and still knew how to keep it challenging. Calling something a "child's game" doesn't mean you get a free pass on quality, in fact that's the worst thing you can do. You are basically babying the audience instead of challenging them. There are countless forms of "child's entertainment" that knows that you can challenge the audience and be entertaining regardless the audience. That's where New Island fails, it uses the title of "Child's game" as an excuse to ignore quality.
Having actually played a better version of Yoshi's Island, I can safely say they could have done far better.

Going back on topic, changing the music in the game is as simple as extracting the .cia/.3ds, replacing a few files, and rebuilding it either as a .cia or a .3ds file.

Going back on topic, changing the music in the game is as simple as extracting the .cia/.3ds, replacing a few files, and rebuilding it either as a .cia or a .3ds file.
In theory, it's possible to switch out the music. Now you just need someone willing to do that for you
