For people using NBAHomepass, you will still get streetpasses if you select "FNAC Belgium" as the service you connect to, instead of MarcoPolo.
edit : I suppose the name of the service implies that this will work for European/Australian 3DS only.

And no, the hotspot list is common for all regions, so it might work for any region, like attwifi or NZ@MCd1 recently did (though service may be region/country locked, like several Nintendo Zone - enabled SSID)
If this is the farthest maccheck gets, and just hangs forever here (I waited for half an hour), does that mean my network adapter is useless for it?

Nevertheless, you could try nzone.exe or try to install a different driver.
Linux method should work fine, you could even try VM method, but current image is not fixed with the new nintendozone domain name, which requires some manual job after install.

In that case I dounbt we should spread between several SSIDs, at least unless we have more people to check how it is working now. I already started to think I'm getting the same people with attwifi, but mabe more then 2, because every morning I get full 10 set of them.

ANY Linux method, includung for router or VM allows you to set the exact MAC (unlike in native Windows), so you can use attwifi and get (I believe), stretpasses from the real SpotPass access points in the US.

Now if I update to 11.1 I need to:
-update nzone script to attwifi SSID
-delete BASE* option and some numbers and use "nzone GBATEMP,49"

First, make sure to change the nintendozone script domain name to dynu.net
Then you're right, AP name must be set to attwifi. NZ@McD1 was used to share streetpasses with Windows users, since fw11.1 it is not working anymore.
BASE* was used for compatibility with Windows users too, so not of much sence keeping using it. With attwifi you could get the streetpasses from real pople passed US SpotPass hotspots, with GBATEMP - visit people, who can't cycle MACs at home. While with BASE* - only people which cycles MACS with BASE*.
