No, only with real cartridge for cheat codes. If you have a linker, you can use the cheat feature of your flashcard...
But yep, you can launch it...

I loaded it up installed the CFW, Dont on the 3DS with no DS Game Inserted, I then opened Nitro Hax, Inserted the Game, Pressed Start and it says Fat Init Failed.

No there isn't a 3DSX. There will never be one. This boots into legacy mode and CTR mode software can't be used.
