Depends on what you want to achieve?

My goal is to stream games (Monster Hunter Generations) with NTR 3.4(p2) since a Katsukitty mod is too expensive for me, not to mention how long it might take for it to be delivered.

It'll be a storebought game so all I really need to is to get that NTR working on my system (which currently is freshly storebought). Most tutorials seem to use Emunand but I'm getting the impression that worked up to 9.2? (edit: Reading Phailect's Guide atm, didn't realize it was possible to downgrade to 9.2)

Not sure if this is the best way so correct me if I'm wrong, but I'm guessing the right way to go would be to remove the emunand (https://gbatemp.net/threads/tutorial-removing-emunand-from-sd-card.387732/) and then starting over from part 3 (https://github.com/Plailect/Guide/wiki/Part-3-(RedNAND))

I tried 3times to dump sysNAND & emuNAND_original, and the 3 times, sizes were not corresponding with this page do you know why? :/

Are you sure you are looking at the sizes in bytes and not in KB? There is a difference. If on Windows, right-click then Properties to get the size in bytes.

You need to enter recovery mode to clear the update. Not sure if formatting will remove it. However, it shouldn't force you to update.

Not sure what you mean. What do you want to achieve? I don't think I've ever formatted my system through the 3DS itself so I don't know if they force an update upon you after you do if that's what your asking.

I just want to start Plailect's guide but i don't want risk a brick so i want to format the system but i have an update already downloaded maybe 11.0 and i want to format the system before i start.

Just check the firmware version. If you're already on 11.0, you unfortunately cannot just format the system and expect it to be gone :/

Now, Part 4 i can't download "New 3DS TWL_FIRM Title ID: 0004013820000102" because the Title ID doesn't work in 3DNUS, any idea?

It will never update unless you tell it to. However if the update nag is really that scary to you. Just enter recovery mode and exit out. That will clear any downloaded updates.

I'm about to buy a 3ds, i know that in version 11.0.0 you can't downgrade it without hardmod.
What is the latest firmware version that i can buy without having problems to install homebrew and all the games?

10.7. You're like 100% to get that or lower if you were to buy a new system today

10.6 and 10.7 you'll need a cartridge based *hax entrypoint. You'll need Powersaves or an already exploited system to install the exploit onto OoT.

10.7 in general is fine
OoT works but you're likely to get something below 10.6 (Browserhax was patched as of 10.6) so you probably won't have to mess with OoT. If you do though, just get a Powersaves save dongle

Ah ok! I have Powersaves as well so it should be fine!
My last question, i know almost nothing of what i have to do after i get the system to install everything safely without the risk of brick, and here in the forums there is a lot of topics, but i get really confused because each topic has a different subject.

Is there any step by step guide since the beginning at what exactly i should do? Backup nand, install emunand, homebrew, games and all that stuff?
