. You also need a seeddb.bin file containing the seed needed for cryptofixing. You can get one containing all the current seeds at that titlekey site. Put it in either the Decrypt9 folder or at the root (both work).
Animal Crossing; New Leaf doesn't have seed crypto, so your issue is something else.

Even though I did create a file with an id of new leaf. I didn't know that I had to turn it on in the luma menu.
Only what users submit. But the titlekey site has a lot of stuff already, and with the new built-in cryptofixing, regions shouldn't be an issue anymore.

Just because there is a .3dsx version does not mean it will work. You still need CFW for this to do anything major.
And? This still does not change the fact that unless you have a CFW you cannot do anything major.
