Hacking Can't restore non-region-free-patched Home Menu

So I installed the region free Home Menu CIA (the non-verion-spoofed one) and now I can't get rid of it.
Every time I delete it with FBI, then try to reinstall the clean one downloaded with 3DNUS it says the software already exists. When it asks me whether I want to delete then reinstall it, FBI can't delete it, saying the title isn't present. However, I can reinstall the RF patched just fine.
Any help is greatly appreciated.

Tried using DevMenu/BigBlueMenu? I hear they're better with installing System Titles.

Tried it. Also said it's skipping the import because "the program already exists".
The only other thing I can think of is a system update. If it recognises the files are out of date, I think it'll let you do it from System Settings.

Hm, this is what I had to do, but I've only tested it on o3ds (and wouldn't recommend trying it on n3ds without a9lh):

Delete home menu in FBI, launch DevMenu and install 8.1 Home Menu. Reboot, system update to 10.7 home menu.

In the meantime I simply tried to install the CIA in DevMenu without removing anything first and guess what, it installed! How can I check if it has really overwrote the patched one?

Downgrade to a version of ARN that doesn't support region free and see if it still has region free games.
