1. Unless if it's only for Homebrew cias, it would be illegal. Don't know if people would want to do something like that.
2. Someone would need to host some sort of server to be able to have these CIAs, depending on the circumstance, it won't be cheap.

-Cough- Sweden and no money -Coughany idea if the 3ds could handle a p2p network. People can host the cias from personal computers and networks. If enough people did it it could work. but still would be illegal
