With the knowledge gained from TWL_FIRM on the 3DS, what's the chance of seeing a Pasta / rxTools type firmware and FBI type .cia installers on the DSi (XL)? Is there some unknown key that does exist on the DSi but not on TWL_FIRM which can run DSiWare perfectly on the 3DS?

I don't believe anyone ever found a kernel exploit for the DSi and games are heavily sandboxed (including sudokuhax and the like) so it's not possible, and since the console is outdated now, it likely never will be.
On 3DS it's easier since we already have kernel exploits and we can patch TWL_FIRM from 3DS mode.

3ds crypto is not dsi crypto.
Sudokuhax works on dsi of course, but the method used to install it on 3ds doesn't exist on dsi. the dsi was locked up on firm 1.4.2.

The 'outdated' part may indeed mean 'never'. But the 1.4.2 update was from May 2012 and the final 1.4.5 from Dec 2012, so we're a couple of years down the road with new exploit techniques, better analysis tools, etc. But even with a kernel exploit in hand (which should take care of the sandboxing), you still have the problem how to get to run something in DSi mode and the one DSi-mode compatible flashcard had been out of stock for a long time.

The iEvo hasn't really been out of stock for a long time but the shops stopped to sell them because no one wanted to buy them anyways.
Here are some shops that don't list it as sold-out (but it might be sold out anyways):
