And in the next medium-ish update, it'll be 3.3, the peak version of WoW. Coincedence? I THINK NOT. World of Warcraft for 3DS confirmed.

Some home menu functions (regarding themes) were updated between 9.0 and 9.2, but I think that'd be the biggest difference.
I just checked, and that was 9.3, not 9.2. So not that I can think of, no.

Once you have downgraded the system settings to 4.5, yeah you no longer need it.

That happened to me too, I just restored my nand dump than reinstalled the exploits and it work then, not sure why that happend.

But if I use something like a DSTWO, then I don't need OOT or CN right as I can install the NVRAM from the NDS flashcard direcly.

There is nothing exploitable on the stock n3ds. You need CN/OOT at least once to install the exploitable version of system settings (MSET).

You need the oot or cn cart once to downgrade the system settings app, after that you can use nds card. So basically yes you no longer need them.
