I asked Nintendo to change my region too and they just said hack it yourself and referred me here.

The forum has a search function for reasons like this. Cearp actually has the goods on doing this since he wrote the thread, but I believe it was for OG3DS. Hope that's enough information to get you started in your quest for knowledge.
I'm not 100% however I think you may be referring to something else. Also, I *think* Cearp did something else, irrespective of OG3DS or not.

Nintendo of America won't change the region for you.
Telling them you bought the wrong region and want to change your unit for another region,
is more likely than them changing the region for you.
(you can go ahead and tell them you wanted to buy a EU region one because you bought the NA one in US when you went for a holiday,
and you didn't know it will be region locked.
by that reasoning, your chance is now 5/100)
