Nintendo of America won't change the region for you.
Telling them you bought the wrong region and want to change your unit for another region,
is more likely than them changing the region for you.
(you can go ahead and tell them you wanted to buy a EU region one because you bought the NA one in US when you went for a holiday, and you didn't know it will be region locked. by that reasoning, your chance is now 5/100)

I had to bring in my unit (O3DS XL) to the maxsoft main office in singapore,
just to change a unit because the screen has some defect, and that was within the week I bought it.
To get a different region unit, they have to ship one to you,
and I don't think that is going to happen..

you could always use GW + Emunand on your N3DS,
and apply Cearp's region changing theory.
Why would Nintendo change the region on a machine that comes in a box which says "For sale and use only in (insert your region here)"?
Do you think they are going to feel bad for you because you bought a grey import unit? The reason the 3DS is region locked is part of a Nintendo strategy to do with controlling the way their product is sold and used around the world. They are not going to just turn around and say "Oh sure, we can fix that for you".

I made it 5 % on the basis that you could call up a customer service, speak to a manager Nd They decide to do "service recovery", if you Actually dare to escalate the matter.
I doubt that anyone will PM you, simply Because Nintendo is famous for region lock.
Even in their coding, region free doesn't exist. (I think it was mentioned on 3dbrew)
At best would be third party hacks/patches, Which They don't recommend.

I like to think NOA will eventually release the smaller NN3DS, however people holding out for the smaller NN3DS may have moved onto other consoles by the time its released, which would be poor timing on NOA's part. So I hope it's released soon, however 'Nintendo Direct' didn't mention anything.
@SylverReZ find me ONE community that is free of drama and politics. even video games forums (like this one) have politics section. and for some reason gamers still take consoles/brands wars seriously. even as a kid i never took the console wars bait despite being a nintendo kid.
nah, discord is also a shithole. discord is good only if you have your own community with your own rules. or if you re lucky to find some groups that arent shitholes.
as about forums, when i recently revisited some old forums i used to be regular and seeing how immature most members still are i was like "Yeap. Nothing of value has been lost.". Unfortunately it's the good, comfy forums that ended up dead or shut down, especially because of internet centralization.
