Is there any way Gateway can run DLC for games in the future?
For example there's a lots of DLC for Fire Emblem...

Also, there are a lots of digital games too, which would be nice to play.
Senran Kagura Burst - US version will be digital-only for example.

Possibly, but not yet. Once the homebrew scene is more advanced, it might happen, but not too soon.
^ you need homebrew

What about downloading games from the eShop, and trying to convert them into Retail Game Cart format, and run it with Gateway like usual?

It would be much easier to rip games, if this would be possible, and basically anyone could do it.
Is homebrew needed for this too?

Something I noticed: While most games force you to update to download DLC there's one exception; Fire Emblem Awakening allows you to download Spotpass DLC (online) on the Gateway for free weapons, extra missions, etc.

encryption keys need to be broken or leaked. Especially for eShop titles

so answer = not for a couple years.

so right now you can: buy the games you love or pirate the old ones (that will work on Gateway) or maybe how about shush and enjoy what the 3DS scene has accomplished so far :ninja:
