Sounds That Play When Muted

There are some sounds that are immune from the volume slider (which seems to be digital despite analog bounds). I understand the legal requirements of the shutter sound playing even when 'muted' or with headphones in (disablable by plugin). But I noticed in Ace Attorney 6, there's an immutable 'click' as you navigate the Illustration / Anime Cutscene gallery. Similarly, HexFlow has the same behavior on Vita (which also has a shutter sound). Is there any way to force games to respect the volume?

Are you quite sure about that being "immutable"? That would be very strange.

You're not proposing that the Vita should somehow function similarly to the 3DS, are you..?
 
Strange indeed, but I suppose it's possible that the analog bounds of a slider can be miscalibrated. I've not noticed this in other games prior. As for similarities between 3DS and Vita, by design, the shutter sounds has a fixed volume level regardless of your volume, so there's a digital override. But again, 3DS's is a physical slider while Vita's are Vol Up Down buttons. I fear this is a feature that game devs must never touch. Maybe they meant for it to be a cozy feedback thing like rumble.
