There hasn't been any custom firmware since 3.55. Are they even still working on it? I got a slim ps3 about a year ago. Really all I want to do is be able to play PS2 backups from a hard drive.

There ARE CFW beyond 3.55. Newest one are Rebug 4.46.1 and Rogero 4.46. However, if your PS3 model is 250x (some), 300x, and 400x, you have no means to downgrade at all (I doubt there ever will be).
Cobra and 3k3y have nothing to do with CFW development. CFW is NOT ODE.

If I buy this I'll be able to play all of my PS1, PS2, PS3, games on my slim 300x model PS3 system through a hard drive?

PS2 is dirt cheap, plus PCSX2 is quite matured at this point.Aww too bad. It seems like there's no way for me to preserve my old PS2 games. So when my PS2 dies, that's it. I mean unless I buy another one used. :/
