That's Pajama Sam!
I liked Freddy Fish more when I was little, but a friend of mine used to have it.
I remember watching him play.

I remember that exact game (finding hidden socks inside a closet). According to Wikipedia, that particular installment is called "Pajama Sam: Life Is Rough When You Lose Your Stuff!". The minecart ride and the potion creator were awesome.

So is it pajama sam?

Oh and is it just me or does he sound like spenelli from recess?

Although I am not familiar with that particular cartoon, I looked it up because it sounded like Bobby Hill from King of the Hill to me (and it was), yes it is the voice of Spenelli.

Pajama Sam: No Need To Hide When It's Dark Outside was the first game...there were lots of sequels too.

It's also 90% ScummVM compatible on the PC at least.

Does the 10 uncompatible percent contain a game-breaking bug, or is it just some color/sound glitches?

Every game i've ever played that's been green status in compatibility has been completely fine but with perhaps a bit of audio or graphical glitching here and there. At 90% i'd expect it to be close to perfect (from past experience of games at that level).
