Would it be possible to create a homebrew which is sent to the system via DS Download Play?
I know one would have to have a DS/Lite with Flashme to remove the RSA signature, but surely that would be possible, no?

Very close, but a small difference. WMB ("wireless multiboot") is the actual act of sending over a file via DS Download Play. WifiMe was a hacked DS Download Play image, sent to the DS through WMB, that would reroute code execution to a slot-2 flash cart. An unflashed DS can accept only officially-signed demos made by Nintendo, as well as Wifime. A flashed DS can accept any hombrew file less than 4 MB and not needing DLDI. Either way, in order for WMB to work, you need one of a few specific versions of a Ralink wifi card that doesn't modify the outgoing packets, and I don't know how easy it is to find them anymore.

In short, http://dev-scene.com/NDS/WMB using the right Wifi card, sending to a flashed DS, is what you are looking for.

EDIT: There was at one point a homebrew project that tried to get one DS to send a homebrew game to another DS via Download Play (obviously at least the receiving one needed to be flashed), but it was made long before DLDI came out and would never ever build using today's versions of DevKitARM. I used my friend's DS for testing, and while it did manage to send over its built-in test file, it couldn't read my Supercard's filesystem to send over the game I was trying to send.

EDIT: There was at one point a homebrew project that tried to get one DS to send a homebrew game to another DS via Download Play (obviously at least the receiving one needed to be flashed), but it was made long before DLDI came out and would never ever build using today's versions of DevKitARM. I used my friend's DS for testing, and while it did manage to send over its built-in test file, it couldn't read my Supercard's filesystem to send over the game I was trying to send.
Oh wow, that thing is interesting. Do you still have the link to it or something? I looked for something similar for quite some time and couldn't find it. I didn't know it was done.

All I've got is http://forum.gbadev....pic.php?t=11946 where the project originated, and then a later post at http://forum.gbadev....pic.php?t=14198 where they continued more efforts at it. Most of the links appear to be dead, although you could possibly try the Wayback machine to try to find some files.

EDIT: I found one version of the original proof of concept on my hard drive, so try this just for grins: https://dl.dropbox.com/u/59972490/GBAandDS/WMB_Host.zip -- like I said, it used a very old version of gba_nds_fat so even my slot-2 Supercard miniSD wasn't supported (I think the Supercard CF was though)
