I'd like to post a Tutorial about 3DS but it has some software thats illegal.
Are there gonna be penalties for posting it?
Its a PC tool just to say.(Hacked Full version)

Well its just a program that convert files.
But its hacked so it converts faster,nothing else with it.
It doesn't have anything to do with pirated games.

Its a video to mp3 converter.
The free version of the program converts 10x times slower then the full version.

You could just name it. There isn't any need to include a link to it, people here are more than capable of finding a cracked version themselves if they want to. If there is an official free version there is nothing stopping you providing a link to that either.

And there's lots of free programs that can do that as well. SUPER, WInFF, Any Video Converter, etc.

If the tutorial is how to CONVERT them, yeah, just mentioning that there's a cracked version out there would be great.

If the tutorial is how to CRACK the program to make it run faster ... nope ... no dice. I think the rules forbid that specifically.
