I found these words/codes under data_iz -> logic -> en -> ScoutSPCode.dat in Tinke (note that the ones in the Blizzard remastered are different from the clean EUR version because the codes in that file unlock the Layton characters.)

These codes are the same for both versions... I checked.

What characters do these codes unlock under Hibiki's scout system? Anyone willing to try and find out?

Well all of them are pretty ordinary characters, apart from the Code Fullhouse, that unlocks Cardson, who is arguably the best defender in the game.
