This is exactly the reason features like that won't be incorporated.

There's enough ways for people to hide behind social networking trying to pull with facebook and twitter and all kindsof crap. If you want to e-stalk do it through one of those portals. There doesn't need to be another in the shape of a 3DS.

You saw her, she had a 3DS so there was already a common interest, and you didn't have the balls to go and strike up a conversation. What on earth makes you think you have anything to offer the girl if the only way you'd have the guts to say hi is a creepy message after streetpassing her?

Is it possible to swap messages via StreetPass/SwapNote with people that are not on your Friend's List?

If so, one should put his e-mail on a note and ask the person that received that note to send him an e-mail and exchange Friend Codes.

Edit: I don't think Nintendo would allow it. I think SwapNote notes only goes to people on Friends List, even via StreetPass.

Yes, it's possible to share letters via Streetpass.

I've personally left a 3dstxt link on mine though, because I find it better than sharing e-mail adresses.
