Format your card whit exfat and this tool.
https://www.sdcard.org/downloads/formatter/

After this put your cfw files (whit hekate) on it and boot to hekate.
Format your card inside hekate to fat32 whit the partition tool.
Some time read a post of SciresM telling what the use of Fat32Format and the Gui version Guiformat was not compliant, but for some of us is more convenient to use it, you can download from http://ridgecrop.co.uk/download.htm.

Also if you suspect of a degraded or fault card you can use also H2testW (https://www.heise.de/download/product/h2testw-50539) to check the integrity of all memory.

@Dee87

You might also get somewhere on GitHub but I dont think what we have here is a bug. GitHub is for bugs and not support.

Can you load sysNAND? Not OFW. Will Atmosphere launch through sysNAND and not emuNAND?
i just started my windows pc im formating the sd card like @evil_santa said then ill copy the files to the sdcard and format it with hekate to fat 32 create a file based emmunand and file based emmummc and try to start emmu nand if that doesnt work ill try sysnand

Can you send a picture from your SD card info in hekate?
Maybe it's a fake card

Hmm... that pkgi error is a broken emmc often, but probably just the fusee.bin

I would honestly just try using like Deepsea AIO and see if you can boot with it, since then all files etc. are in the correct place.

wanna hit me up with a link ?

Thank you for the confirmation. Yes, I was aware of the lifted pad but knew I could use 2 of the remaining 3.
Just an update in case someone is following the wiring, 6 and 7 were the same so used 7,8,11 and any ground. Also if you lift that pad on the Boot button the bottom pad loses connectivity to I think a resistor, so it has to be redone. I used magnet wire in order to jump the two bottom pads with a tweezer. Hope that helps someone out.
