I have a 360 purchased on last Christmas, it has a MS28 drive and is flashed, it just got RROD.

I purchased another 360, it also has a MS28 drive and is flashed as well.

What should I do now?
1) Do X-Clamp replacement on my old 360, then return the new one
2) Swap the console, don't do anything until RROD shows up later
3) Swap the console, do the X-Clamp replacement right away

What do you think?

I would do the swap and return it, if it has the warranty sticker. I ruined my first 360's warranty sticker, so I just replaced the x-clamp. If the x-clamp doesn't work, you could replace the motherboard.

What do I do after the swap? Do I do x-clamp replacement as a preventive measure? Or wait until RROD shows up in the future?

Don't do the x-clamp as a preventative measure. Wait until RROD shows up. You may never know, your new 360 could last years without any problems.
But I thought as long as the x-clamp is there, all 360 will fail in the future?

Isn't x-clamp replacement a permanent fix? If so, is there a difference between fixing my old 360 and replacing it with a new one?

X-clamp replacement is not a permanent fix. It is a last resort fix for people that can't return their 360 back to microsoft (no warranty sticker or has been modded). The only way to solve the 360 problem is to redesign the motherboard and shrinking the die on the processor/gpu. Getting a new xbox 360 is definitely better than fixing an old one.

Ok. I'll swap the console and play until RROD shows up again.

Can I switch the fan to Talismoon Whisperfan? Since I already bought that because I was going to do a x-clamp replacement.
