Homebrew Would This Be Possible?

Would it be possible for an app to get into a save file of a game and add friendcodes in from a text file? You know, something that automates the Friend code adding annoyance?

There is currently no way to do that and I don't see anyone putting in the time to make an application like that as it isn't that much of a hassle.
