can you bring gta advance on the pc using gta 2's engine? It would feel like the original and not like that mod for gta 3 (which is not that good)

Granted we know you are talking about grand theft auto but be careful as there is an entirely unrelated game called advance GTA http://www.advanscene.com/html/Releases/dbreleases.php?id=0008

I could see a path, however I don't think it will be a simple conversion as much as essentially a full remake. Also GTA 2 is not open source which means you would be doing it as a mod, and while there is a fair bit of modding for 2 it is not the most popular/developed.
