Hacking With Regards to a Certain Pokemon SS AR Code

Hello everyone, I'm new and I've been having a heck of a time getting this code to work.

Random Pokemon Encounters (Allows you to battle pokemon ranging from 1-493)

All of the other AR codes work except for this one in my original R4DS card. The odd thing is that I added keypad activators and somehow got it to work, but then I thought it was glitched because the only pokemon I was seeing was Combusken (the 2nd evolution 3rd gen starter idk how it's spelled). Then I later found out that I had to de-activate and re-activate via the keypad activators. I've since deleted the code and I can not for the life of me figure out how to get it work again.

Once again, I have a r4ds original, the game is pokemon soul silver, the code is random wild encounters
P.S. I am using YS Menu and I beat the game past the elite 4 with no patches...Idk if that's significant or not, I never experienced any problems with freezing/crashes etc.
