coz i get the same error, but using the PBT-CFW (https://gbatemp.net/threads/release-pbt-cfw-import-cias-on-your-sysnand.383242/) by nop90, to boot in sysnand seems to solve the problem and everything works fine!.,

update to some higher version with a game cartridge ? after that, you could use gateway ( without the actual GW cartridge ) to downgrade back to the 4.x ( I don't remember the exact version GW does downgrade a Japanesse 3ds to ) ? just an idea, may be not that good O

well then still give the PBT a chance or install the exploit on a higher Emunand, if still none of this work out consider installing a EU/US cia with region lock removed

EDIT:oh and maybe deleting the save data will help? press and hold L+R, X+Y buttons when in main menu...

did you already set it up for the n3DS? if so you will have to delete the save and use the 4.5.0-10J QR code to use it on the 4.x system, if you plan to use the 1 copy of cubic ninja for both systems you will have to keep delting and re-installing the code depending on which system its in

try updating with a cart to a later firmware < 9.3. You can always go back using your 4.5 backup with gateway nand restore if you don't want it anymore.

Have you tried deleting your cookies in the browser? If i remember correctly, mine used to crash or kick me out to the browser before I deleted my cookies.

EDIT: I also read that there was a problem with code generation on IE, so maybe try a different browser if you're using that. Then disable IE, nobody should use IE.

You might need to enable wireless and have a valid WiFi connection so it can download the payload.
