i have a hp windows vista laptop and it says plugged in not charging i need my laptop to charge its soo annoying i just want my laptop to charge so help me

How old is your laptop? Li-on batteries have a general lifespan of 2-3 years, so if it's older than that, it's not surprising to hear it can't charge. If it's younger, then there might be a bad contact between the battery and the laptop, or, as above - a faulty charging circuit.

it's a new feature or it could be your laptop's technology.

My ASUS has a technology that when the battery is full or near full, it will not charge so the battery will not be deplicted.

Wait for your laptop to drain and see if its in midway, you can charge it. That is if your trying to charge a fully charged battery
