In CLEAN THEORY yes, the emu is still in a heavy work, it must be put to some proper state in the code to start thinking about this.
I guess more proper answer will be...

Where do you put the W95 file? I put it in both the root and in the /3ds folder. It says bootdisc file does not exist.

Put it in the same folder as the executable you're using to launch RetroArch is.

Not that I know of all the images I get if 95 tell me that need to reinstall Windows and the img I have of 3.1 doesn't load all the desktop files
