You mean if we can do Windows 95 for N3DS thing on emulator?
In CLEAN THEORY yes, the emu is still in a heavy work, it must be put to some proper state in the code to start thinking about this.
I guess more proper answer will be...
"Yes in some future, but not yet".

That would be horrendously slow. Win95 is already incredibly sluggish.

Where do you put the W95 file? I put it in both the root and in the /3ds folder. It says bootdisc file does not exist.
Put it in the same folder as the executable you're using to launch RetroArch is.
