Windows 8.1 Store revival?

So, I've got myself a copy of Windows 8.1. Why? Because Windows 10 and 11 upsets my Intel Core i5 vPro.
I've been thinking, because I cant get a developer license [for whatever reason..] why not make a Windows Store revival? Plus, installing .appx manually sucks.
