To get Hoopa:
1. Make sure your Nintendo 3DS system is connected to Nintendo Zone.
2. Select MYSTERY GIFT.
3. Select RECEIVE GIFT, then YES.
4. Select GET VIA INTERNET, then YES.
5. Speak to the delivery girl in any Pokémon Center to receive Hoopa!
6. Be sure to save your game.
When I followed steps 2-4 on my home network, I was not prompted to update my 10.1 sysNAND console. Because I've never used a Nintendo Zone for anything other than SpotPass/StreetPass, I do not know whether or not an update would be necessary for that circumstance. If you do not update your emuNAND and an update is required, you could take a look at these threads on Project Pokémon:

You don't need to update your 3DS to connect to a NZone-enabled network.

To be noticed that Nintendo Zone and HomePass forces your 3DS connecting to the Internet even you have created 3 fake connections.
