On part1 fat32 - I create 3 folders (apps, apps>wiiflow & wiiflow)
I copy the boot.dol (R415) into the empty folder apps>wiiiflow
Pretty close, the only suggested difference is that you would put those first three folders you mentioned on the the NTFS partition as well.
In that case you could optionally still put an /apps folder on your FAT32 partition for any homebrew you wanted to put there and in the /apps/wiiflow-forwarder on FAT32 you could put the priiloader forwarder dol and rename it to boot.dol if you wanted to be able to open wiiflow from the homebrew channel.
(At least if you plan to use NAND emulation later on. If not, your setup works great. Putting just the /wiiflow folder on ntfs would be optional then.)
Typically you would also put the icon.png and meta.xml in apps/wiiflow, too, but again that's optional.
Basically, just lots of suggestions but your setup works okay, too.
