It claims to be, as I dont get any message saying it cant turn on or otherwise when I toggle it from settings

Edit: I used a different program and got my settings.txt, it has my correct SN

It said that is "on" but sometimes it fails to start WC24, It happened to me at trying to send a message from Message Board. I had my SN corrupted by using SNEEK, although formatting the system resolve it. But you already format it...

Nope, your bought titles are tied to an account in the Nintendo server side, when you format it ask you if you want delete your Wii Shop Account, just say "no".
You will loose your saves, Miis, friend list, though

I just use PimpMyWii and it Auto-fixes anything that I have problems with.

I'm currently reinstalling Darkcorp, I'll check afterwards

Darkcorp screws installs modified official ios, I would not go this route, certainly with these problems you have. Also it's outdated and really not needed for anything backup related.
you are better of by keeping your official ninty ios original and complement these by installing the latest cIOS . much safer and more efficient. also you will never have any problem updating official ninty stuff. Use modmii to fix your wii, MODMII BY XFLAK.
Its a PC program to get your files together. I'll bet you have a screwed ios 61 wich prevent you from updating.

LU, my wii is a launch, 4.3 menu

why?

If your going to try and format you should just build a fresh and clean nand with ohneswanzenegar and restore it back to your wii.

No, you have to use ohneswanzenneger. You also need bootmii @ boot2

Aren't you able to do an official system update?
Because with a format you wii message board number will be different.

Your system menu ios was also darkcorped.
latest system menu ios = ios 80 for 4.3
= ios 70 for 4.2
= ios 60 for 4.0- 4.1

The main territory im treading onto that I'm lost in is stuff with the NAND. I should say i got a UNEEK+DI up and running with my serial made from ModMii, and was able to access the shop channel. If I could figure out how to use that NAND for the Wii U transfer it would solve all my problems, as I'm not too concerned with the saves on the regular NAND.

UPDATE: I just installed a completely clean 4.3 NAND made using ohneschwanzenegger. going to see if this fixes all of my problems
