Hacking Why isn't Mii Channel's 00000001.app a U8 archive?

After unpacking a .wad (Mii Channel), I have extracted these U8 archives into folders:
00000000.app
00000002.app
00000003.app
00000004.app
00000005.app


The issue I'm facing is 00000001.app wasn't unpacked. I have also examined the contents, in a hex editor, of 1.app, 4.app and 2.app. In #2 and #4, the files start with 55 AA 38 2D (U�8- as an ascii string), but #1 doesn't.

This .wad isn't corrupted either, it gets recognized by dolphin emulator and runs just fine.

What part of the Wii contains the resources to create Miis though? I assume it's in the NAND. Are there applications to view them?
As in the graphics for the various parts?

Every software using Miis has a copy (just like the "home menu"), easiest way to get them (assuming you don't want to create mods for some specific game) would probably be to get the appropriate SDK library from some """mirror"""
