Hacking How does the .app file structure work?

I am trying to make sense of .app files coming from a dump of the mii channel.
My files look like this:

mii_channel/

├─ 00000001.app
├─ 00000002.app

├─ 0001000248414341.cert

Are there any tools or ways to view files stored within these?
