Why is the chat ban log public?

I understand why the forum ban log *isn't* public, because then the banned users could just make alts and harrass the mods that applied their ban.

But why publicize the chat ban one? Linuxares, in particular, has applied quite a lot of those bans and I think that they, or any mod, just don't deserve harrassment in their DMs sent daily. And there's nothing that any mod can do about it to not publicly publish the bans they apply.
