It's not. You can install CIA to sysnand. But it's more dangerous if you don't know what you're doing.
And to install them or run them, you always need a CFW anyway. For example, Pasta CFW only used sysnand.

But for example i like to install development kit of Nintendo in 3ds old with 10.1.0-27
Not only devmenu coin set wifi settings and all the things that have the development kit of Nintendo

As I said, to install or run CIAs, you need a CFW.
CFWs only work with firmware 9.2 or below.
So you cannot do it with a O3DS with firmware 10.1
