Homebrew Why does FBI download at exactly 256 KB/s?

I know the 3DS is capable of at least 1 MB/s, maybe 3, and I know the speed should go up and down over wifi. Yet, FBI downloads at precisely 256 KB/s. How come?

And no, it's not just bias because it only updates every .25 MB. I actually timed it, and it downloads at that speed.

That's not 256KB/sec, it's 256KB/x. The time it takes to read/write the 256KB work buffer can vary.
